On September 16, the Deputy Director General for Fisheries Management in the Department of Agriculture Forestry and Fisheries released a Government Gazette Notice which seeks to limit the fishing rights of fisher under the Small-Scale Fisheries Policy to three years.

Fisher leaders from about 120 fishing communities throughout South Africa discussed this Notice and decided to appeal against the notice, citing that their rights are customary rights and that no limit can be placed on customary rights.
