Job Advert for Masifundise’s EU Job Creation and Skills Development Project: Mid-Year Evaluation service provider.

Masifundise, based in Cape Town supports fishing communities to mobilise, organise and become powerful actors at lobbying for equitable rights to marine resources. As an expanding organisation, Masifundise has taking its 30 years of South African experiences to the international level.

For almost a decade, Masifundise has played a leading role as part of the World Forum of Fisher Peoples – a mass based social movement of small-scale fishers across the world. The fight for social and economic justice, including the rights of fishers to access natural resources, is at the centre of Masifundise’s work.

Masifundise Development is seeking to procure the services of a research institution, consultant or consulting agency, who will undertake a mid – term evaluation in 20 small-scale fishing communities in the 4 coastal provinces of South Africa.

Purpose of the mid- term evaluation serves to assess the efficiency, effectiveness, impact, relevance and sustainability of the action, as well as to identify any contextual changes that might require changes to the action. Furthermore, it is expected that the evaluation will provide recommendations for Masifundise to improve on efficiency, effectiveness, impact, relevance and sustainability of the action.

Duration: The time span of the mid-term evaluation is negotiable between Masifundise and the consultancy. However, efforts should be made to complete the evaluation within 10 weeks from the signing of the contract.

Skills and requirements: Masifundise is looking for an experienced consultant or consultancy team. Criteria for selecting the best qualified consulting firm/institute will include:

1) a sound track record of conducting external evaluations;

2) solid experience of working in rural communities;

3) historical knowledge about the small-scale fisheries sector. The contracts will be awarded to the most cost-effective tender offering the best price-quality ratio.

The consultant(s) shall have fluency in written and spoken English and fluency in spoken Afrikaans, IsiXhosa and IsiZulu.

Employment Equity: The Service provider will be procured according to the Masifundise Procurement Procedures in compliance with the Rules for Procurement by Grant Beneficiaries in the Context of European Union External Act.
